Iran’s telecom market is a state-owned monopoly with the exception of
retail Internet service provision. A second GSM mobile operator was
licensed in February 2004, but has yet to launch. Investment in fixed-line
infrastructure in recent years has increased teledensity substantially,
including in rural areas. Internet use is generally through Internet
cafes and other public access points, and ADSL investment is growing.
Mobile penetration is very low, partly due to capacity constraints.
