Caribbean Telecoms Market
Overview and Statistics
Almost all Caribbean countries offer a full range of telecom
services, despite being characterised by small markets in terms
of population. Liberalisation agreements have been reached in
most countries. The major mobile players are the incumbent Cable
& Wireless and Digicel which, in June 2005, agreed to acquire
all the Caribbean operations of Cingular Wireless. The
region’s mobile subscriber base is concentrated in the
hands of these two major players, with only a few smaller
companies edging their way into the newly liberalised markets.

Broadband and Consumer E-Commerce
in Antigua and Barbuda
May 2009 Review
Antigua and Barbuda has embraced
information and communications technology as a "key contributor"
to the development of the country. To this end the government has
established some key institutions: an Information Technology
Centre, a Government Data Centre, and a wide area network. These
initiatives have facilitated the re-engineering of the Customs
and Inland Revenue departments, and other Government finance
procedures have also been re-tooled. There is also an active
Internet domain name registry which administers and collects fees
for the .AG top level domain name.
A Strategic Plan for information and communications technology
has been drafted and several of the objectives have already been
achieved. Among the strategic objectives included in the Plan are
the promotion of public awareness, access to government
information, online government services, the provision of an
e-commerce portal, affordable access to computers, and human
capacity building.
Opportunities for Investment in ICTs in Antigua and
Barbuda
The Government of Antigua and Barbuda
is promoting a set of policies that will upgrade the Intellectual
Capital of the Nation. Antigua and Barbuda is now rising to First
World Standards with the building of the Knowledge Society and an
Intelligent Nation. Antigua and Barbuda has become a Regional
Centre of Information Technology Excellence”
The Government of Antigua and Barbuda
maintains a policy which declares that a primary objective is to
‘Build an Information-Enabled, Globally-Connected, and
Knowledge-Based Society.’ This aim can be met specifically
through the use of technological tools. The Government
understands that the task of creating a sound ICT infrastructure
cannot be done alone, and that this undertaking should be
attempted through Government-Private Sector participation and
investment. In this respect, the Government, through the Ministry
of Information, Broadcasting and Telecommunications, is taking a
two-way approach to the task by strengthening ICT education and
training initiatives, as well as by providing incentives for the
expansion of the ICT Products and Services Industry.

important e-business in Antigua and Barbuda, as well as online
offshore banking.
