Market Overview, Statistics and Forecasts
Puerto Rico is among the most advanced telecom markets in Latin America, with
one of the highest rates of teledensity, mobile penetration, and Internet users
per capita. Yet, despite being a US territory, Spanish speaking Puerto Rico is
far behind the USA in terms of fixed lines and broadband uptake. Mobile telephony
is the most dynamic sector in Puerto Rico’s telecom industry, while fixed lines
stagnate. The local call market remains heavily dominated by the incumbent, Puerto
Rico Telephone Company (PRTC). The long-distance and mobile markets, on the other
hand, are extremely competitive. With a flourishing VoIP business, a growing
broadband market, and a healthy cable TV sector, Puerto Rico is a promising target
for convergence strategies. This report provides an overview of the island’s telecom

Caribbean Telecoms Market
Overview and Statistics
Almost all Caribbean countries offer a full range of telecom
services, despite being characterised by small markets in terms
of population. Liberalisation agreements have been reached in
most countries. The major mobile players are the incumbent Cable
& Wireless and Digicel which, in June 2005, agreed to acquire
all the Caribbean operations of Cingular Wireless. The
region’s mobile subscriber base is concentrated in the
hands of these two major players, with only a few smaller
companies edging their way into the newly liberalised markets.

Broadband, ICT and Consumer E-Commerce
in Puerto Rico
October 2006 Review
Alcatel announced that it is building a new submarine
cable network for South Caribbean Fiber (SCF), a subsidiary of the LORET Group.
Scheduled for completion in mid-2007, the network extension will connect Antigua,
St. Lucia, St. Kitts, St. Vincent, Barbados, Grenada and Trinidad. In addition,
it will interconnect with two other networks - the Global Caribbean Network (GCN),
linking Guadeloupe to Puerto Rico and the Virgin islands, through the St. Martin
and the St. Barthelemy islands, and the Middle Caribbean Network (MCN), which links
Martinique and Dominica. Both the GCN and MCN are subsidiaries of LORET Group.
The all-IP network will have greatly increased capacity and will span about 1,000 km.
Combined with the GCN and MCN, the entire network will span 2,100 km. The new network
will deliver next generation services to both businesses and residential users in the
Caribbean. Through this extension the 14 islands of the Caribbean will connect, from
Trinidad to St. Croix and Puerto Rico, and from there directly to Miami in the USA.
This submarine network will provide broadband network capacity at economical pricing
for the next 20 years or more to the Caribbean region.
