Report
This report provides an overview of the telecom sector in Serbia and
Montenegro, now two separate countries after Montenegro acquired independence
following a successful referendum held in May 2006. Even prior to Montenegro’s
independence, three separate telecommunications markets existed for Serbia,
Montenegro and Kosovo (legally part of Serbia) as each independently administered
its teecoms sector. Regulatory progress includes market liberalisation and partial
privatisation of the Serbian and Montenegrin fixed-line incumbents. Fixed-line
penetration is increasing as is Internet usage. Broadband uptake has grown
dramatically, albeit from an initial small base, and all Montenegrin schools
have been provided with free ADSL services. Mobile penetration in the region
continues to grow, with two mobile operators for each of the three markets and
mobile data services are available. This report provides an insight into the
three separate markets of Serbia, Montenegro and Kosovo, covering regulatory
