This report provides a concise overview of Hungary’s Internet, broadband and convergence market, covering major players, industry developments and offering a variety of informative statistics. Hungary’s broadband market has experienced strong growth, predominantly driven by the incumbent’s focus on broadband to offset falls in fixed-line voice revenue. Although a number of bit stream and LLU agreements have been concluded, the fixed-line incumbent accounts for the majority of broadband subscribers. ADSL2+ services have been launched and take up is expected to be healthy as the market develops.

Cable broadband is also widely available due to the network penetration of the country’s cable operators. The broadband market as a whole will experience significant growth as the regulator has reduced access tariffs and introduced a wholesale system based on retail tariffs to ensure suitable margin for alternative operators. Triple play services are available from both the cable operators and the fixed-line incumbent which has launched IPTV trials. Digital cable services have been launched by a handful of the smaller cable operators and the country’s DTH market is showing fresh signs of life following the introduction of services by a Romanian DTH operator.

Hungary was early to deregulate its telecoms market but interconnection and loop unbundling disputes delayed full and effective competition. The regulator has been rigorous in promoting competition, reducing interconnection tariffs and number portability fees, and has also ensured that a fair access regime is in place, with a number of LLU agreements concluded. However, new entrants in the fixed-line sector will be fighting for a shrinking market, with fixed-line numbers in decline due to fixed-to-mobile substation. Hungary Mobile Market - Overview & Statistics Report
Hungary’s mobile market, like that of its Central European counterparts, is showing signs of maturing, with penetration growth rates not as strong as in the past. Services are available from three operators, all of which are majority or completely owned by Western European operators. The increasing importance of the mobile market is highlighted by the fact that since late-2005 traffic from mobile networks has surpassed that of fixed-line networks with the gap between the two widening. This has been attributed to increasing fixed-to-mobile substitution due to decreasing mobile tariffs and marketing campaigns by the operators to encourage substitution. However, not all has been well for the mobile operators, with ARPU levels in decline for some time although the latest data shows the end may be in sight, with falling ARPU levels showing signs of stabilisation. Mobile data usage is increasingly coming into focus, with 3G services launched by all three operators and a variety of mobile content and applications available.
