In mid-2005, Peru could count itself
amongst the ten countries with the highest ADSL growth in the
world. Peru is one of the Latin American leaders in terms of
broadband penetration over telephone lines (12%). However, in
terms of e-readiness ranking, it occupies the 50th place
worldwide and the 8th place in Latin America Growth is still
hampered by low teledensity and PC penetration. In March 2005,
the government launched a ‘PC Peru Program’ aimed at
bridging the digital divide by offering computers at less than
half price. To promote telecom convergence, in June 2005 the
government published a proposed amendment to the Telecom Law
which would allow companies to offer all telecom services with

Telecom Market and Regulatory Overviews
The Peruvian telecom market was
liberalised in 1998, and the country enjoys free competition in
all telecom sectors. Despite liberalisation, telecommunications
are largely in the hands of one single company, Telefónica
del Perú, which still has a near monopoly in the local
fixed-line market and also dominates the mobile sector. This
situation has stifled growth and, at around 7%, fixed-line
teledensity is among the lowest in South America. Excessively
high interconnection rates have been blamed for this state of
affairs. At 16% in early 2005, Peruvian mobile penetration is
also low for Latin America. On the positive side, a multicarrier
system introduced in 2002 has stimulated long-distance
competition, and fixed-to-mobile charges were reduced in 2004 and

Major Players and Infrastructure
Despite liberalisation and the removal
of licensing restrictions, the local fixed-line market remains
almost a monopoly, with Telefónica del Perú (TdP) still
holding 96% of all lines in service. Moreover, Tdp’s main
local fixed-line competitor, Comunicaciones Móviles del
Perú/BellSouth Peru, was merged with Telefónica
Móviles Perú in June 2005 and was renamed Movistar
Perú. Long-distance telephony, on the other hand, is
enormously competitive, stimulated by the multicarrier system
introduced in April 2002. There is no limit to the number of
long-distance licensees. Besides TdP, the main long-distance
carriers are: IDT Perú, Americatel Perú, Impsat
Perú and Telmex Perú. See table of

Peru - Mobile Communications
and Mobile Data Market Report
A wave of change began in the Peruvian
mobile scenario following Telefonica de Peru acquisition, in
October 2004, of BellSouth Peru, which was renamed Comunicaciones
Móviles del Perú (CMP). Telefónica asked for
governmental approval to merge CMP with Telefónica
Móviles Perú. Such a merger raised considerable
controversy but was approved in April 2005 and implemented in the
following June. The new merged company, named Movistar Perú,
now dominates the mobile market with around 66% share. To
revitalise competition, the government awarded a fourth mobile
licence, in March 2005, to América Móvil. It also
imposed substantial duties to expand operations in under-serviced
rural areas on both Movistar, as a condition for approving the
