This report provides an overview of Bulgaria’s telecom
sector, accompanied by relevant statistics and brief profiles of
the main operators. Regulation is intended to be aligned with
that of the EU, which Bulgaria is on target to join in 2007. The
effects of the most recently implemented legislation is being
felt as alternative operators commence acquiring market share in
the liberalised fixed-line market, albeit at a slow pace.
Internet usage is high and the nascent broadband market is set to
grow as the incumbent has only recently launched ADSL services.
The mobile market continues its dynamic growth at the expense of
fixed-line market, with a third GSM operator launching services
in November 2005. All three operators were awarded 3G licences

Much of Central, Eastern and south Eastern Europe are undergoing transformation
due to requirements to join the European Union (EU) and the World Trade Organisation (WTO).
Markets have been liberalised and incumbents privatised. The region’s mobile market, once
viewed as underdeveloped, has reached saturation in some countries and is growing rapidly
in others. The impact of increased mobile usage is evident through fixed-line for mobile
substitution. Fixed-line incumbents, faced with growing competition in liberalised markets
and falling revenue from fixed-line to mobile substitution, are leveraging the reach of
their networks and turning to broadband as a source of revenue growth. Mobile operators
are also turning to data as saturated markets mean that they can no longer grow easily
