started the liberalisation of the telecom sector and ending Kazakhtelecom’s
monopoly. By April 2005, four companies had been licensed to provide international
and long-distance services in competition with Kazakhtelecom. By year-end, over 1,000
licences had been issued for the provision of a range of telecom services. Rapid
development in the mobile market has seen mobile subscribers surge from 260,000 in
2000 to over five million in early 2006. Although Internet penetration is low, there

October 2006 Review
ASTANA. Danial Akhmetov, Prime Minister of Kazakhstan,
ordered state authorities together with an international consulting firm
participating in an analysis of "Kazakhtelecom" activities to present
propositions on creation of competitive ambiance on the telecoms market,
according to a press release report. At present, "Kazakhtelecom" is profiting
from its monopolist position and is not interested in the development of
competition in this industry, a reform of "Kazakhtelecom"
is needed, according to the meeting participants.
